The Imperium has a vast number of worlds that haven't known even a hint of battle for over ten thousand years, but there is no Imperial world within the reach of the Astronomican that doesn't have what is known as a "siege mindset." Only war, угу... нихераааа... Другой вопрос, что эта only war всегда за углом.

А еще есть прекрасное про планетарные объединения, межсекторные картели и прочее. Так что комунизм в IoM вполне можно строить, главное помнить, что на выход уровня сектора уйдет с тыщонку лет, а потом еще пару-тройку тысяч лет ползуче на весь Империум. Ибо Империум он таки большой.
